Create site displays only one Site template SharePoint
If Create Site option displays only one Site Template i.e "Publish With Workflow" you might need to select the option for using all the site templates.
To do this, go to Site Actions > Site Settings > Modify All Site Settings then go to Page layouts and site templates under look and feel. Select th eOption "Subsites can use any site template" if you wanna show all the templates or just choose the templates you wanna display. See the screen below :
